"The fact that the world's leaders are tirelessly working to consolidate the Nuclear Non-Proliferation Treaty (NPT), a cornerstone of the non-proliferation regime, shows how essential it is to implement the CTBT (..), which will reinforce the NPT and contribute to stopping nuclear proliferation," Loulichki said in a meeting at the UN headquarters on the Comprehensive Nuclear-Test-Ban Treaty.
This is why countries which have not yet adhered to the treaty should do it in order to enforce it, he said.
He deemed that the ratification by the US of this treaty, the impetus given by the American president in his Prague speech and the US-Russia START pact mark an important phase for the CTBT's entry into force.
He said he was upbeat about president Obama's resolve to spare no efforts to make the senate accept such a treaty, underlining that the ratification by the Middle-East countries of the CTBT is the only means to establish trust and promote peace, security and stability in the region.
Morocco is convinced that the CTBT is not only a non-proliferation instrument, but also a catalyst for nuclear disarmament and a step forward towards a nuclear weapons-free world, he added.
The CTBT's enforcement will enable the completion of the global alert system and the verification regime to be in conformity with the treaty's provisions, the diplomat said.
