HM the King appoints Abdelaziz Benzakour head of 'Mediator Institution', Mahjoub El Haiba interministerial delegate to human rights

 HM King Mohamme VI received, on Friday at the Rabat Royal Palace, Abdelaziz Benzakour and appointed him head of the "Mediator Institution", an independent and specialized national body set up to replace Diwan AI-Madhalim.

 

    HM the King received also Mahjoub El Haiba whom the Sovereign appointed interministerial delegate to human rights, a statement by the royal cabinet said.

    The setting up of the "Mediator Institution", the "interministerial delegation to human rights" and the "National Human Rights Council" is part of the implementation of the comprehensive institutional reform aimed at providing our country with a coherent, modern and efficient national mechanism for human rights to preserve the citizen's dignity and protect and uphold its rights, in keeping with international standards in the field.

    The "Mediator Institution", which is set up by a Dahir, is distinguished mainly at the level of its organization and action by the creation of regional delegates bearing the title of "Regional Mediator". They are called, according to a local community-based approach, to ensure the protection of human rights of public services' users, through dispensing justice to the complainants injured by any administrative action marred by abuse of power, in accordance with the primacy of law, the principles of justice and equity, and the preservation of the citizens' dignity, the statement underlined.

    In addition to the powers of conducting probes and investigations, mediation and reconciliation, the "Mediator Institution" is entitled to propose bringing legal proceedings against somebody, in conformity with the law, and make recommendations on the legal assistance for the underprivileged.

    This institution is also endowed with the power to make proposals in order to reinforce the principles of good governance in the management of public services, boost the values of transparency and moralization and meet the requirements of the modernization and improvement of the performance of the Administration.

      In order to set up the interministerial delegation to human rights as soon as possible, HM the King called on the government to promptly provide the legal and material means necessary to make this delegation operational. This executif mechanism is tasked with monitoring and coordinating the action by the involved governmental departments and public policies in terms of upholding human rights.

    The Monarch urged this delegation to strive for strengthening dialogue and developing the different types of cooperation and partnership, at the internal and extrenal levels, along with all authorities and national associations, UN bodies concerned, and other regional, international, governmental and non governmental organizations, the same source added.

    During this audience, the Sovereign paid tribute to the integrity, competence and human rights expertise of Abdelaziz Benzakour and AI-Mahjoub El Haiba, as well as to the sincere efforts made by Moulay M'hammed Laraki as Wali Al-Madhalim.
