The agreement sets the financing terms and the commitments of different partners to Rich’s urban development program, which will benefit 10,500 inhabitants.
   Spanning over a period of twenty months (starting May 2010), the program aims to develop roads, rebuild under-equipped neighborhoods, reinforce public lighting networks, set up rainwater outlet channels, develop public places and build green spaces.
