HM the King enquires about Grand Al Hoceima’s development.

Al Hoceima, Oct 10, 2011  -  HM King Mohammed VI enquired, on Monday, about the development vision for the Grand Al-Hoceima which was elaborated on the basis of two scientific studies (the suitability map for urbanization in the Al Hoceima Province, and the master plan for urban development in the Grand Al Hoceima), achieved for a total cost exceeding 20 million dirhams.

10 October 2011-    The Sovereign was briefed about the suitability map for urbanization in the province of Al Hoceima and the master plan for urban development in the Grand Al Hoceima, worth 20 million dirhams.
-    Two pioneering scientific studies serving integrated development in the province.
-    HM the King was provided with details about the progress of projects to achieve bypasses in the Al Hoceima Province for a total cost of 52 million dirhams.
-    HM the King inaugurates the bypass linking Sidi Abed to the coast of Sabadia, completed for a total cost of 6 million dirhams.

This vision aims notably at promoting urban development, opening new zones to urbanization, and avoiding other zones that involve risks in conformity with the suitability map, which was elaborated by the Urban Agency of Al-Hoceima in implementation of High Royal instructions laid down in the Royal speech of March 25, 2004.

The vision also targets the promotion and development of tourism, housing, transport, services and territorial attractiveness as well as preparing the ground for drawing investments to the province.

On the same occasion, HM the King was briefed about the urbanization suitability map for the Al Hoceima province, meant to help in the process of decision making and the casualty management of, inter alia, quakes and  floods.

This scientific study, the first of its king in Morocco and Africa, identifies four areas in the province of Al-Hoceima: the risk-free zones for construction without particular conditions, risk zones where construction requires general space planning terms, risk zones where construction requires designers to abide by particular provisions and an unbuildable zone.

Besides setting the rules for urbanization for each identified zone, the suitability map also lays down terms for achieving future projects as well as prevention, protection and safeguarding measures for individuals, space planners, and collectivities.

The map is the fruit of a dedicated work by a team of 50 national and international (France, Chili, Portugal, Armenia…) scientists and experts.

The Sovereign was also provided details about the master plan for urban development in the Grand Al Hoceima and the space planning the urban communes of Al Hoceima, Ajdir, Imzouren and Beni Bouayach.

Part of the development vision for the Grand Al Hoceima, this master plan is devised to preserve and promote the environment, enhance economic competitiveness, reinforce social cohesion, upgrade urbanization and improve local governance.

This study covered an area spanning 400 square kilometers, including the four urban communes of Al Hoceima, Ajdir, Imzouren and Beni Bouayach and five rural communes of Izemmouren, Ait Kamra, Ait Youssef Ou Ali, Louta and Nekkor.

It also sketches out orientations aiming notably at developing equipment, upgrading transportation, and improving access to basic services in rural areas.

HM King Mohammed VI was also briefed about projects to achieve bypasses in the Al Hoceima provinces, worth 52 million dirhams.

These projects aim to ease the pressure on Al Hoceima down town and build a panoramic road on the Mediterranean linking the neighbourhoods of Tighanimine and Hay Afazar as well as Tighanimine and Lotissement Bades in addition to improving access to the Boujibar neighbourhood.

Afterwards, the Monarch inaugurated the 1 kilometer-long bypass linking Sidi Abed to the coast of Sabadia, completed for a total cost of 6 million dirhams.
