"Following the hostile and irresponsible claims of the Chair of the alleged Algerian national human rights institution, the so-called Farouk Ksentini, in which he falsely and deceitfully called the dismantling of the Gdeim Izik camp in Laayoune "genocide and crimes against humanity committed by an aggressive country", the Advisory Council on Human Rights issues this press release to clarify for the Maghrebian and international public opinion in general, and those concerned by human rights, in particular, the following:
- First, the Advisory Council on Human Rights would like to recall the standards of international human rights institutions under the Paris Principles, governing such institutions, which stipulate that national institutions should play a major role in promoting and protecting human rights in their respective countries and insist on guarantees of their independence and pluralism;
- Second, the aggressive and conspiratorial statements of the Algerian official confirm, once again, that his institution has lost its independence and unveil its partiality and blind support to the hostile positions of the government of his country;
- Third, the Advisory Council on Human Rights reaffirms, on the basis of its experience in the field of human rights and violations monitoring, close follow-up of the events of Laayoune on 8 November 2010 and the results and conclusions of the reports of national and international human rights organizations, such as Amnesty International, Human Rights Watch, International Federation for Human Rights, etc., that there were no human rights violations. Besides, the reports of all credible national and international human rights organizations, contrary to the allegations of the so-called Algerian human rights institution, all confirm that the only deaths occurred during the peaceful dismantling of the camp were among the Moroccan security forces;
- Forth, the Advisory Council on Human Rights hereby defies the Chair of the aforesaid institution to provide even a single piece of evidence on the occurrence of any human rights violations during and after the peaceful evacuation of the Gdeim Izik camp, let alone the occurrence of genocide or crimes against humanity, that exist only in the imagination of those from whom he receives instructions and enemies of human rights among the violators of the human rights of the brotherly Algerian people;
- Fifth, the Advisory Council on Human Rights deeply deplores the tendentious exploitation of the chair of the so-called Algerian human rights institution in the false propaganda based on the falsification of facts about the events of Laayoune and spreading falsehoods concerning these events, in an attempt that has no relevance to the references and ethics of human rights, in order to mislead the Algerian and international public opinion. Instead, it would be more fruitful if the said Algerian official was concerned by the serious situations of human rights in his country, including, in particular, the imposition of the state of emergency and the state of exception in a flagrant violation of the rules of the international human rights law, in addition to the adoption of an undemocratic approach full of all forms of intensive systematic egregious violations of the human rights of the brotherly Algerian people and the rights of Moroccans detained in Tindouf, in particular those associated with the rights of refugees, enforced disappearance, secret detention, torture and trampling on the freedom of assembly and association, expression and opinion. A simple example of such violations is clearly illustrated in the case of Mr. Mostafa Salam Ould Mouloud;
- Sixth, the Advisory Council on Human Rights, accordingly, conceders that the Chair of the abovementioned institution should rather be committed to the international human rights principles and rules and focus his attention on how to recover the lost credibility of his institution in accordance with the Paris Principles, in particular with regard to its independence, objectivity and impartiality.
This will be possible, of course, only by addressing the serious human rights violations in his country. The false allegations about the events of Laayoune has only proved the lost credibility of his institution and confirmed, if it needs to be confirmed, that the said institution blindly follows the orders of the Algerian authorities. The progress and achievements made by Morocco in terms of human rights protection and promotion are recognized all over the world, not to mention the position of its national human rights institution worldwide, which confirms its full commitment to the international human rights ethics and norms, including the Paris Principles, governing national human rights institutions;
- Last but not least, the Advisory Council on Human Rights denounces the involvement of the Algerian national human rights institution by the Algerian authorities in their fraudulent and repulsive political propaganda, which exacerbates its lost credibility at the national and international level. It has become a tool to serve the Algerian authorities and their conspiratorial agenda, completely away from the tasks and missions it should normally have, namely the protection and promotion of human rights in the country, in accordance with the Paris Principles.
Because of this depraved level of deviation, the Advisory Council on Human Rights will inform all national and international human rights institutions, especially the International Coordinating Committee of National Institutions for the Promotion and Protection of Human Rights and the regional networks, in which the Council is a member, in addition to the Arab-European Human Rights Dialogue about these Algerian shameful practices which have nothing to do with the international human rights ethics and conventions.”
