The agreement, which was signed by Moroccan Justice Minister Mohamed Taieb Naciri and the US ambassador to Morocco Samuel Kaplan, aims at supporting Morocco in introducing organizational reforms to its judicial system, training judges and applying punishment mechanisms instead of imprisonment against the youth who commit minor crimes.
To that end, the two governments shall take measures necessary to provide financial resources yearly in line with legislative provisions in force.
In this regard, the Moroccan government shall prepare a list of candidates for US-funded activities, draw up annual reports on the subject and provide juridical texts on the training provided.
The US government undertakes, under the agreement, to provide experts and necessary means for training courses, finance trips to exchange experiences, and facilitate access to texts and reports relating to training.
The sectoral two-year agreement falls within the scope of a bilateral framework agreement signed on April 1, 2011 aimed at providing further support to enhance the primacy of law.
