Ross told the press that the new talks will be held based on innovative approaches to continue the negotiating process called for by the UN Security Council resolutions.
He added that the Manhasset talks took place in "an atmosphere of mutual respect though each party continues to reject the other’s proposal as a basis for future negotiations."
To create a climate that makes it possible to make progress, the parties started to create a "new dynamic" for the continuation of the negotiating process, Ross said.
The UN official noted that for the first time the four delegations of Morocco, Algeria, Mauritania and Algeria have met to discuss together the resumption of the UNHCR-led confidence-building programme.
The parties agreed to resume "without delay" family visits by air and step up the inauguration of visits by land, he said.
The four delegations and the HCR will soon hold a meeting in Geneva to review the implementation of the plan of action and move forward to inaugurate visits by land, Ross added.
The third informal talks took place behind closed doors under the aegis of the United Nations, and were attended by representatives of Morocco, Algeria, Mauritania and polisario.
