Beyond the computerization of existing procedures and processes, the electronic government requires its in-depth configuration, based on an exhaustive understanding of how a public administration functions.

This requires also a transversal/diverse collaboration between administrations and organizations concerned, as well as a shared vision between different entities.

In Morocco, public sector spending represents a significant part of the state budget. The public sector will carry out/bring important gains of efficiency due to the implementation of the electronic government services through a simple, automated data processing.  

 

Vision

Make the administration meet the needs of users in terms of efficiency, quality, and transparency through the electronic government program.

 

Objectives

The aim carried on is to use the electronic government projects to modernize the government and local community to serve citizens and companies. It is about using technologies of information and communication to reconfigure in-depth the processes, and make them more efficient to meet the needs of citizens and companies.

The aim for 2011 is to conduct a similar (catch up) as the one conducted in other emerging countries, and to reach their level of using electronic government services by 2013.

The Electronic Administration

The modernization of the administration involves resorting to the use of new technologies to facilitate the citizens’ access to basic administrative services and to lighten the burden of the administration.

It is in this respect that an electronic government committee has been established to draw up an action plan to develop the electronic government and to guarantee the continuity of accomplished achievements, in the global framework of the Strategic Committee for the Development of Data Technologies, chaired by the Minister of General and Economic Affairs.

There have been many important achievements. On 17th April, 2006, the National Portal of Morocco “maroc.ma” was launched. This portal consists of two parts: an institutional part that presents multitude information about Morocco, and an administrative part (service-public.ma) that put at the citizens’ disposal some 700 administrative procedures.

Similarly to/In parallel with service-public.ma, a call center to assist users of the administration has been established to bring the administration closer to them by providing information that they need.

At the sect oriel level, Ministers of Justice, Finance, Health, and Infrastructure and Transport are offering now their services on the internet respectively via e-justice, e-finances, e-santé, and e-transport.

Moreover, institutions such as (CNSS), the (ANCFCC) have also put their services on line.

The electronic government committee recommends, from now to 2007, the launch of several other services, all aiming to dematerialize the administrative steps, and to enhance the transparency and to moralizer  public life.

Reform of the Public Service Status

On January 18th, 2006, the House of Representatives adopted unanimously the draft law amending and supplementing the Dahir that holds the status of the public service. This way, another step is done through the process of reform of the Moroccan administration.

Method of recruitment, system of promotions, performance evaluation criteria, redeployment of civil servants, (cumulation of functions and salaries), and administrative and maternity leave are the major points reviewed/revised by the new law.

Alongside the adoption of this law, the government has developed  the development of two platforms related to the questions of “redeployment” and “compensation” of civil servants; one does not go without the other. Also, to make sure of a successful redeployment of public servants, a revision of salaries and allowances is essential, knowing that there are about 60 different basic statues for civil servants of the State.

Operation Intilaka

In 2001, the number of Moroccan civil servants, including that of local communities, reached 700.000.  The wage allocated to these personnel encumbered heavily the general budget of the State (13% of the GDP).

A first operation of the voluntary retirement in the public service was initiated in 2004. This operation failed to achieve the expected goal, particularly because of the lack of alluring incentives offered and communication.

Drawing the instructions which were essential in this first attempt, the government launched on the 1st of January 2005 a second operation of voluntary retirement in the public service called Intilaka.

The philosophy of this operation-this time more alluring on the financial plan and offered to all the civil servants- was to enable to reduce the public administration to operate its human resources and expenditures in a rational and modern way.

Operation Intilaka has allowed the State to make an economy de l’ordre de 5 milliards dirhams. This way, the wage in the public service went from 59 milliards dirhams en 2006 to 64 milliards dirhams en 2005.

The first balance sheet is eloquent as for the success met by this operation: between the 50.561 requests sent, 38.591 were satisfying, which is 76% of the overall of the requests.

The operation of the voluntary retirement in the public service constitutes the prelude to launch a series of actions aiming to remedy the dysfunctions the administration is facing/suffers from. These different actions converge at a rational and modern management of human resources.

It is particularly about the establishment of repositories of jobs and skills, of a system of evaluation based on merit and performance and not on seniority, redeployment of civil servants, revision of grille of payment, etc.
