Morocco has been engaged in the path of reinforcing human rights since the beginning of the nineties, under the reign of the late HM Hassan II. The first step took place in1990 with the creation of the Consultative Council of the rights of Man followed, in 1993, by the setting up of a ministry charged with human rights. Since the ascension of HM King Mohammed VI to the Throne, a cruising speed has been adopted.

Great projects have been carried out so as to assure the protection of human rights and spread the culture of the dialogue; new authorities have been created and notorious changes took place. The founding of the Authority of Equity and Reconciliation, a pioneer in the Arab and Islamic worlds, is a huge step in the process of fact finding,

 

 

the reconciliation of Morocco with itself, and it is part of the democratic transition. Victims of past human rights violations are given the opportunity to exorcise their pain via hearings broadcast by the national radio and television.
The goal is not to conduct a witch-hunt, but to dig up the past to better see the future. Consolidating human rights means also revising the stiff texts which cause women to be inferior.

The speech addressed by S.M King Mohammed VI in front of parliament on October 10, 2003 comes within this framework. It announced the broad lines of a new family code which restores the rights and dignity of women. 

 

 

The setting up of Diwane Al Madalim springs also from of the concern to strengthen the State of law. This institution, whose roots extend to the ancient traditions of the Kingdom and Islam, stands as a referee between citizens and the administration. It has set up among other objectives fighting against corruption and misuse of power, making up for injustices and preserving the rights of children.

 

Steps were taken in order to grant it a better status either within the family code or by actions carried out by the National Institute of the rights of Children (ONDE). Solidarity is another way of human rights promotion: the right for the disabled and the poor to lead a decent life. The efforts made by Mohammed V Foundation for Solidarity were fruitful.
The Foundation carried out a considerable work in relation to the plans of assistance to the needy populations, humanitarian action and sustainable development. All these initiatives and projects translate Morocco’s will to strengthen the State of law, break definitively with the practices of the past and found the culture of human rights with a view to succeeding in the democratic transition process.
