Context of liberalization of the audiovisual sector:
Included among the priorities of the Moroccan government, the reform of the audiovisual landscape has finally materialized with the adoption unanimously of the Law on Audiovisual Communication on 25 November 2004 by the parliament.
The Law on Audiovisual Communication is an important milestone in the process of establishing the legal framework for liberalization of the audiovisual sector which began in August 2002 by the creation of the High Authority of Audiovisual Communication (HACA)
Followed in the month of September of the same year by the promulgation of the decree law abolishing the state monopoly on broadcasting and television.
A regulated and harmonious liberalization which reflects the requirements of modernization, pluralism and openness of the national audiovisual space. This is the purpose of the Law of Audiovisual Communication, whose main objectives are the recognition of the freedom of audiovisual communication.
