A regulated and harmonious liberalization which takes into account the requirements of modernization, pluralism and the opening of the national audiovisual scenery is the end of the law on audiovisual communication, the main objectives of which are:

 

- The consecration of the freedom of the audiovisual communication and the guarantee of the freedoms of expression and opinion

 

- The strengthening and consolidation by the public service of the audiovisual communication, the unity of the Nation and the protection of human rights.

- The contribution to the socioeconomic and cultural development of the Nation notably by encouraging the opening up of regions and villages.

 

-The development of all public and private operators within a competitive framework which guarantees the variety and pluralism of thought trends.

- The setting up of a public audiovisual pole taking up the challenge of pluralism and quality.

 

- The promotion of the Moroccan artistic, scientific and technological creativity by the free circulation of information relating to it and its broadcasting.

 

- The conservation of the cultural diversified heritage of the Nation by the pluralistic expression of information.

 

-The encouragement of the development of the Moroccan industry in the audiovisual communication and the cultural brilliance of Morocco in the world.

 

Therefore, by virtue of this law, new television channels and radio stations will be born. The general principles, which clarify the conditions in which authorizations will be delivered and the legal conditions to be respected, depend on the HACA, the cornerstone of the implementation plan of this law since it is the only institution entitled to set up the regulation and management conditions of the public and private audiovisual sector and make sure that the principles of freedom of expression and pluralism are respected. This authority enjoys also a series of prerogatives varying from the preparation to the examination of the specifications of the applicants for the creation of a radio or a television channel.
