The new status of public sector

The law on audio visual communication inaugurates a new status for the public radio and television broadcasting bodies. In April 2005, the RTM was thus transformed into a national company (the National Company of Radio and Television Broadcasting).  This alteration will be accompanied by an upgrade operation of human resources aiming at requalifying and redeploying them in the new structures. Accordingly, the SNRT is still depending on the public sector but no longer a public administration subject to the financial control and supervision of the ministry of Communication. It enjoys autonomy of modern management and is animated by the logic of objectives and results as is the case of any company which seeks expansion and performance.

Its new status is of an effective contribution to its development through the creation of thematic channels (The case of the educational channel, the regional channel of Laâyoune as well as the new future parliamentary channel. the establishment of satellite facilities throughout the Kingdom, the creation of regional channels and the investment in studios and means of production and transmission. As for 2M, whose capital is mainly detained by the State, the law preserves its specific status and confirms its public service missions. On August 2, 2005, 2M conformed to the prescriptions of the specifications elaborated by the government and approved by the High Authority of Audiovisual Communication. According to these specifications, 2M should grant an important position for the national production. It is also bound to respect the rules of plurality and treat information independently. The end of the State’s monopoly (since September 2002) of the audiovisual sector guarantees an audiovisual awakening which will be beneficial for Moroccan producers as it will open for them new competitive and diversified markets.
