Government Council Adopts Bill on Specific Provisions Relating to Travel Contracts, Tourism Residences and Passenger Air Transport

The Government Council, which convened Thursday in Rabat, adopted draft bill N° 20.30 laying down specific provisions relating to travel contracts, tourism residences and passenger air transport.

Presented by the Minister of Tourism, Handicrafts, Air Transport and Social Economy, this bill is part of the measures taken pursuant to article 5 of Legislative Decree No. 2.20. 292 enacting special provisions for a state of health emergency and the measures for declaring it, which allows the government, in an exceptional manner, to take the necessary measures which can directly participate in combating the negative impact of the announcement of the state of health emergency, said Minister of National Education, Vocational Training, Higher Education and Scientific Research, government spokesperson, Saaid Amzazi during a press briefing after the cabinet meeting.

This involves setting up a legal framework allowing providers who offer travel, tourism, tourist transport and passenger air transport services to reimburse their customers via an IOU offering a similar or equivalent service without any rate increase, in order to limit the cessation of economic activity and its impact on jobs by reducing the pressure on the providers' cash flow, explained Amzazi.

It also concerns avoiding the bankruptcy of service providers and protecting the interests of their creditors and in particular customers, as well as spurring demand and preserving the value of trade in Morocco, by avoiding possible payments in foreign currency, he added.

The provisions of this bill are limited in time and with specific conditions relating to travel, tourism residences and air transport contracts for travelers scheduled between March 1, 2020 and September 30, 2020 and which were canceled because of the coronavirus pandemic, the minister said.
