Morocco, France Agree on Action Plan for Administration Reform Cooperation

Morocco and France agreed to set up an action plan related to cooperation in the administration reform for the year 2018.

This action plan will be elaborated by a joint group to be picked by ministerial departments in charge of the reform of administration and public service in Morocco and France, said in a statement to MAP minister delegate for administration and civil service reform Mohamed Ben Abdelkader who met, Wednesday in Paris, with French state secretary for action and public accounts Olivier Dusspot.

This plan will focus on the reform of civil service and the development of a national plan for digital transformation and dematerialization of administrative services in Morocco, said Ben Abdelkader.

The meeting was an opportunity for both parties to discuss ways to implement the declaration of intent in the area of Administration and Civil Service Reform, signed on November 16, 2017, as part of the Morocco-France High Level Meeting.

In this regard, the two officials decided to hold a meeting of experts in Rabat for the elaboration of the partnership program by the two ministerial departments.

Under this declaration of intent, signed by Ben Abdelkader and French Minister of Action and Public Accounts Gérald Darmanin, Morocco and France intend to undertake joint actions to share information, experiences and good practices in the areas of civil service reform, public administration performance, and simplification and dematerialization of administrative procedures.

The declaration of intent also touches on digital and institutional communication, ethics in the civil service, improvement of the quality of civil service, professionalisation of human resources, open government and south-south cooperation.
