Morocco's prison observatory calls for ending overcrowding and reconsidering penal system and correctional policy

The Moroccan prison observatory called for addressing the problem of prison overcrowding through a revision of the penal system and the correctional policy.

The observatory which held a press conference to present its 2014 annual report on the situation of correctional institutions in Morocco urged for adopting alternative sanctions and other-than prison sentences, reforming and updating the legal arsenal  and enshrine a participative approach on prison management between government authorities, official institutions and the civil society.

The report also recommended to grant political, material, human and legal support to the authority in charge of prison management, consolidate the role of the Mohammed VI Foundation for the reintegration of detainees and implement the recommendations of the National Human Rights Council.

The report which praised direct contacts with the authority in charge of prison management to improve detention conditions and preserve inmates dignity also notes that it processed in 2014 around 160 direct complaints, in addition to others reported by the media on hunger strikes, violence, inhuman treatment and transfer to other prisons.

The observatory president Abderrahim Jamai, said the number of inmates in Morocco exceeds 76,000 detainees in 77 institutions, causing problems of health, overcrowding and integration.
