Beyond the computerization of procedures and processes, existing e-government requires an in-depth configuration, based on a detailed understanding of the functioning of public administration.
It also requires collaboration across jurisdictions and agencies as well as a shared vision between the different entities.
In Morocco, public sector expenditures represent a significant share of the state budget. Also, this area is expected to achieve significant efficiencies through the implementation of e-government services through a streamlined and automated processing of information.
The aim is to use the e-Government projects on Local Administration to modernize the service for citizens and businesses. It is the use of information technology and communications to reconfigure processes in depth, making them effective and efficient, completely geared to serve citizens and business.
The main objective for 2011 is to have completed the same catch committed by other emerging countries, and by 2013, to be at their level of exploitation of e-government services.
Modernization of the administration also involves the use of new technologies to facilitate citizens' access to basic services and reduce administrative expenses for the administration.
It is in this sense that the "e-government" committee was set up, and it is responsible for developing an action plan for the development of e-government and track achievements in the context Global Strategic Committee for the Development of Information Technology, chaired by the Minister in charge of Economic and General Affairs.
On April 17, 2006, the most important achievement has taken place: the National Portal "maroc.ma" is launched. This portal is composed of two parts: institutional presenting a wealth of information on Morocco, and other administrative (service-public.ma) making available to the citizen about 700 administrative procedures.
Parallel to service-public.ma, call center support to users of Directors is established with the aim of bringing the administration of users by providing necessary information they are in need of.
At sectoral level, the Ministries of Justice, Finance, Health, Infrastructure and Transport are now offering their services on the net respectively via e-justice, e-finance, e-health and e-transport.
In addition, institutions such as the National Social Security Fund (NSSF) and the National Agency of Land Conservation, Mapping and Cadastre (ANCFCC) also posted their services.
The Committee recommends e-government, by 2007, the launch of several other services, all in order to dematerialize certainly administrative procedures, but also to enhance transparency and to moralize public life.
