HM the King Chairs Ceremony to Launch 3rd Phase of Newly-Engineered INDH (2019-2023)

HM King Mohammed VI launched, on Wednesday at Rabat royal palace, the ceremony to launch the 3rd phase of the newly-engineered National Initiative for Human Development (INDH, 2019-2023) for an amount of 18 billion dirhams.

The 3rd phase of INDH seeks to foster achievements made during the past phases by refocusing the INDH programs on developing the human capital, promoting conditions for future generations and supporting vulnerable social segments, according to a methodology based on an innovative governance meant to achieve more coherence and efficiency.

On this occasion, Interior minister Abdelouafi Laftit presented in front of HM the King the results of the 1st and 2nd phases of INDH and highlighted the broad lines of the new vision related to the 3rd phase which is in line with the speech delivered to the Nation on the 19th anniversary of HM the King's accession of the throne of his glorious ancestors.

Recalling the importance of this widely-admired large-scale project, launched by the sovereign on May 18, 2005, Laftit said this new phase will focus on four main programs: a program to reduce the deficit in infrastructure and basic social services, a program in support of people in precarious situation, a program to improve incomes and the economic integration of youth and a program to back up the human development of future generations.

The implementation of this third phase will be conducted pursuant to the rules of good governance which are in favor of an integrated management of projects and ensure a convergence between the different sectoral programs by State establishments and territorial authorities, he added.

The minister went on to say that, in accordance with the new policy of extensive regionalization and administrative devolution, the prerogatives of the current governance bodies will be reviewed in order to ensure more efficiency.

The new vision of the INDH's 3rd phase is meant to secure sustainable social and human development, which guarantees the values of dignity, equality and solidarity, he noted.

The programs provided for in this phase are in harmony with the results of INDH programs field assessment and recommendations laid down in reports by partners including institutions, local authorities and civil society.

These programs are aimed at reinforcing the current accomplishments by ensuring the durability of the implemented projects and ameliorating their services, he said, noting that these programs seek also to reduce the deficit noticed in infrastructure and basic services of health and education, reinforce social cohesion, promote youth economic integration and foster the role of INDH as a pivotal lever for the convergence and mobilization of the different stakeholders.

On this occaison, the interior minister handed HM the King the 2005-2017 INDH report in French and Arabic languages, the proposal of a platform related to the 3rd phase of the 2019-2023 INDH and an album of pictures of some INDH royal activities over 2005-2017.

HM the King chaired afterwards the signing ceremony of a framework agreement on supporting schooling and fighting school dropout by kids from poor rural families. Inked by Abdelouafi Laftit and Saïd Amzazi, national education minister, this agreement aims to support preschool education, reinforce boarding, catering and school transportation services and promote extracurricular activities.

The ceremony was attended by the head of government, the speakers of the two houses of parliaments, HM the King's advisors, cabinet members, presidents of constitutional bodies, representatives of international institutions, walis in central administration of the interior ministry, walis of the different Moroccan regions, presidents of regional councils and several top figures.

At the end of the ceremony, HM the King offered a reception in honor of these figures.
