
The Green Morocco Plan has profoundly transformed Moroccan agriculture, Minister of Agriculture, Maritime Fisheries, Rural Development, Water, and Forests Ahmed El Bouari said in an interview with the Senegalese newspaper Le Soleil.
Morocco's experience in agricultural policy is now “a benchmark” for many African countries, El Bouari told the Senegalese government newspaper as part of the 19th African Forum on Food Systems, held from August 31 to September 5 and dedicated to innovation and the implementation of agri-food system transformation.
Thanks to the Green Morocco Plan (2008-2020), the Kingdom successfully modernized its sectors, supported smallholders, and strengthened its food self-sufficiency, he said.
“This plan has increased farmers' incomes by 47%, multiplied the value of agricultural exports by 2.7 and achieved high levels of self-sufficiency for several strategic products,” he explained, also noting the plan's contribution to the economy of nearly 2 billion m3 of irrigation water and the promotion of sustainable agricultural practices.
Referring to the Generation Green 2020-2030 strategy, the minister highlighted the priority given to “climate-smart agriculture,” incorporating desalination, renewable energies, precision irrigation, and the development of resilient crops.
The official further praised the exemplary South-South cooperation between Morocco and Senegal, describing it as a “model partnership for food security on the continent.”
Since 2015, the two countries have strengthened their collaboration through agreements covering animal health, the modernization of agricultural sectors, training, and technology transfer, he stated.
“Our two countries demonstrate that by pooling their expertise and capitalizing on their own strengths, Africa can build its food sovereignty,” affirmed El Bouari, who led the Moroccan delegation to the 19th edition of this Forum.
During the opening ceremony, El Bouari described the Forum as a strategic platform for strengthening food security and climate resilience on the continent, catalyzing concrete actions, developing structural partnerships, and ensuring follow-up on commitments made at the continental level.
The forum focuses on entrepreneurship, investment, national policies, and experience sharing, within the framework of the new Comprehensive Africa Agriculture Development Program.
