
HM King Mohammed VI, accompanied by HRH Crown Prince Moulay El Hassan and HRH Prince Moulay Rachid, chaired, on Friday afternoon in Rabat, the opening of the first session of the fifth legislative year of the 11th Legislature.
Upon His arrival at the Parliament headquarters, HM the King greeted the national colors to the tune of the national anthem, before reviewing a detachment of the Royal Guard that paid the honors.
The Sovereign was then greeted by Rachid Talbi Alami, speaker of the House of Representatives, Mohamed Ould Errachid, speaker of the House of Councillors, Mohammed Yacoubi, Wali of the Rabat-Salé-Kénitra region, governor of the Rabat prefecture, and the secretaries-general of both Houses of Parliament.
Before reaching the official gallery, HM the King greeted with His hands, from the balcony of the Parliament building, the enthusiastic crowd of citizens who came to express their loyalty to the Sovereign's August person and their unfailing attachment to the Glorious Alaouite Throne.
After reading verses from the Holy Quran, HM the King delivered a Speech before the members of both Houses of Parliament, in which the Sovereign said that “achieving social justice and combating inter-regional disparities are not empty slogans, nor do they constitute a temporary priority whose importance may decline depending on circumstances.”
“Rather, I view this as a strategic policy objective to which all actors must adhere; it is a vital, core element which must govern and determine all development policies,” the Sovereign indicated.
In this respect, His Majesty the King maintained that “the efforts made by emerging Morocco to achieve social and inter-regional equity today require mobilization of all of the nation’s energies.”
Highlighting having called in the last Throne Day Address for accelerating the march of emerging Morocco, and launching next-generation programs for local development, HM the King affirmed that these are major questions that exceed governmental and parliamentary terms and timeframes.
The next-generation local development programs, which the government has been asked to prepare in line with the High Royal Guidelines, must be marked by a faster implementation pace and stronger impacts, "making sure urban and rural areas equally benefit from them," the Sovereign explained.
His Majesty the King has thus called to give special attention to the most fragile areas, taking into account their specificities and the nature of their needs, especially in mountainous regions and oases.
The Sovereign also called to achieve the optimal use of sustainable development mechanisms regarding our coastline, including the Coastal Law and the National Coastal Plan.
HM the King also called to expand the scope of the emerging rural centers program as a suitable mechanism for the management of urban expansion and the mitigation of its adverse effects.
In His speech, the Sovereign also called the government and the Parliament to muster all energies and capabilities, and to make the best interests of the nation and the citizens prevail over any other consideration.
HM the King also emphasized that “there should be no inconsistency or competition between national flagship projects, on the one hand, and social programs, on the other, since the goal is to achieve the country’s development and improve the living conditions of citizens, wherever they may be.”
In the same vein, the Sovereign added that special attention should be given to accompanying citizens, and shedding light on initiatives taken by public authorities as well as the various laws adopted and the decisions made, especially those relating directly to the rights and freedoms of citizens.
Subsequently, HM the King, accompanied by HRH Crown Prince Moulay El Hassan and HRH Prince Moulay Rachid, received Rachid Talbi Alami, who presented the Sovereign with the activity report of the House of Representatives for the 2024-2025 legislative year, as well as other House publications.
HM the King, accompanied by HRH Crown Prince Moulay El Hassan and HRH Prince Moulay Rachid, also received Mohamed Ould Errachid, who presented the Sovereign with several publications on the activity report of the House of Councillors for the 2024-2025 legislative year.
Accompanied by HRH Crown Prince Moulay El Hassan and HRH Prince Moulay Rachid, the Sovereign then received Mustapha Baitas, minister delegate to the Head of Government in charge of Relations with Parliament and government spokesman, who presented His Majesty the King with an activity report on the government's relations with Parliament during the fourth legislative year of the 11th Parliament.
HM the King then chaired a reception held in honor of the members of the Houses of Representatives and Councillors to mark the opening of the first session of the fifth legislative year of the 11th Parliament.
