
In the field of South-South cooperation, Morocco has solidarity made and co-development a cornerstone of its foreign policy, Speaker of the House of Representatives Rachid Talbi Alami said on Saturday in Paris.
In a speech read on his behalf by MP Latifa Lablih, a member of the Bureau of the Parliamentary Assembly of the Francophonie (APF), during a plenary session of the 50th APF at the National Assembly (July 09-13), Talbi Alami emphasized that the Kingdom has set up technical assistance, training and skills transfer programs in favor of several Francophone countries, notably in the sectors of sustainable agriculture, renewable energies and water management - "all essential areas for strengthening the resilience of our societies in the face of climate crises".
The Lower House Speaker pointed out that, in the face of these challenges, Morocco, faithful to its historical heritage and its commitment to values of peace and respect for international law, and to its position at the crossroads between Europe and Africa, is making “a significant contribution to our common space”.
In terms of security, he said, “Morocco confirms its commitment to the fight against extremism and radicalization, notably by promoting information exchange and training religious leaders within the Mohammed VI Foundation of African Ulema, thus marking our contribution to social peace and the prevention of violence”.
“Our approach remains based on constructive neutrality, discreet but effective cooperation, and national capacity-building”, he continued.
Morocco has also stood out through its initiatives in the field of migration, adopting a humanist policy based on integration and respect for rights, particularly for nationals of Francophone countries, he stressed, noting that “this approach could inspire sustainable solutions to the migratory challenges affecting our shared region”.
On the subject of energy transition, Talbi Alami highlighted the Kingdom's strong commitments through the development of one of the world's most ambitious solar energy programs.
“Our expertise in this field is now available to several Francophone countries, helping them to adapt to climate change and diversify their economies”, he noted.
He further pointed out that Morocco's ties with members of the Alliance of Sahel States are based on solidarity and respect for each country's sovereignty.
"Aware of Sahelian countries' institutional transformations, the Kingdom favors a flexible and adapted diplomacy, centered on dialogue, accompanying transitions and preserving stability", he maintained, adding that Morocco's action aims to preserve structuring partnerships, the permanent search for solutions and the maintenance of cooperation beneficial to populations, while respecting the sovereign choices of each nation.
At the heart of this ambition, he added, is the Moroccan Atlantic Initiative, announced in November 2023, which aims to grant the Sahel direct access to the Atlantic Ocean, through the construction of new-generation port and road infrastructures.
Founded in 1967, the Parliamentary Assembly of the Francophonie is an international organization bringing together 95 members of parliaments and parliamentary organizations from five continents. It aims to promote democracy, human rights and the rule of law, as well as encouraging inter-parliamentary dialogue and exchange of experience, and supporting linguistic and cultural diversity.
