
Minister of Health and Social Protection Amine Tehraoui told the Upper House that the diagnosis of the health sector reveals a set of achievements, alongside chronic and accumulated deficiencies over decades, which required undertaking a structural reform.
"The government has launched the project of reforming the national health system, considering it a national priority and a key pillar for building a social state and reducing regional disparities," he said.
Tehraoui pointed to the enactment of Framework Law No. 06.22, which serves as a legal and regulatory roadmap for building a new, fair, and efficient health system.
Regarding infrastructure, Tehraoui emphasized that the reform adopted a vision based on establishing university hospital centers (CHUs) in all regions of the Kingdom. He recalled that until 2022, the number of CHUs did not exceed four — located in Rabat, Oujda, Fes, and Casablanca.
The Minister mentioned the inauguration of the Mohammed VI University Hospital Center in Tangier, with new centers expected to open in Agadir and Laayoune before the end of this year, in addition to the new Ibn Sina University Hospital Center in Rabat. Similar hospitals are expected in Guelmim, Errachidia, and Beni Mellal.
Regarding primary healthcare institutions, the governmentl official stated that the Ministry is implementing an ambitious program to upgrade around 1,400 health centers distributed across the Kingdom’s provinces, two-thirds of which are in rural areas.
He noted that 1,000 centers have already been rehabilitated out of the 1,400 targeted, with the remaining to be completed by the end of this year. In some regions, the rehabilitation will cover up to 66% of all centers.
He added that the next phase will see the launch of a new program to upgrade an additional 1,600 health centers, bringing the total number of centers to be rehabilitated nationwide to over 3,000, with the aim of establishing "new and unified standards for these health centers."
As for the infrastructure of regional, provincial, proximity, and specialized hospitals, the Minister explained that the reform includes the rehabilitation or construction of several such facilities.
Between 2022 and 2025, 22 projects were carried out with a total capacity of 2,433 beds. Additionally, 24 projects are planned for inauguration between 2025 and 2026, with a capacity of 2,273 beds.
Speaking on the pillar of human resources, Tehraoui underscored that the government’s reform vision includes the establishment of new faculties and institutes—four new medical schools—along with a significant expansion in training capacity.
He pointed out that the capacity for training general practitioners grew significantly, with available seats rising from 2,650 in 2019 to 6,414 by 2025. Similarly, nursing education witnessed a major expansion, as training center slots increased from 2,735 in 2019 to 9,500 in 2024.
